"In common law the owner of lands adjoining a river, stream or lake has certain rights related to the uses of water. The rights arises from the ownership of the bank, that portion that adjoins the upland with the water itself. The latin word for bank is "ripa" hence the rights are called "riparian", and the owner similarly referred to as "riparian owner".
